1. Len Nichols isa principal research associate at the Urban Institute's Health Policy Center in Washington, D.C. Linda Blumberg is a senior research associate at the center. They worked together in the Clinton administration. Nichols was a member of the president's health care reform task force and a senior adviser at the Office of Management and Budget (OMB). Blumberg was a health policy adviser at the U.S. Department of Health and Human Services and later at the OMB.
