1. These data are not consistent with other data drawn from the March Current Population Survey (CPS), which indicate that the percentage of poor children covered by Medicaid has been relatively constant over time. Part of the discrepancy relates to the fact that HCFA program data include children on Medicaid in families with incomes above the poverty level. Interpretation of CPS data suggests that the decline in Medicaid's coverage of children has occurred primarily among children living above poverty. However, changes in the methodology by which the CPS has measured Medicaid coverage among children also may partly explain the discrepancy.
