3. In the HIAA survey, point-of-service plans are described as health plans in which employees receive some reimbursement for services they receive from physicians who do not participate in the plan. Reimbursement is generally more generous, however, for services received from physicians who do participate in the plan. Point-of-service plans often have a primary care physician “gatekeeper” from whom employees receive services and referrals to physician specialists
