2. The largest lead and zinc smelting complex in the British Empire was sited in Trail, British Columbia, Canada. It emitted extensive plumes of noxious smoke from its very high smoke-stacks. The wind blew these down the Columbia River Valley. Eventually, the smoke moved across the Canada-U.S. border and entered the state of Washington, where it damaged crops and forests. American farmers sought compensation for the property and economic damage they suffered. Eventually, they convinced the U.S. government to intervene on their behalf. The U.S., in turn, sought compensation from the Canadian government for the farmers' crop losses, and also measures to prevent the reoccurrence of these transboundary harms.
