1. There was discussion of a range of issues, including: (a) Definition of what constitutes DNS abuse; (b) Best practices that might be voluntarily adopted by stakeholders; (c) Recognition and concerns that ICANN, registrars, and registries lack effective tools to address abuses; (d) Recognition and concern that terms of contracts are not being adequately enforced; and (e) Better information is needed to track effectiveness of efforts to address abuses, including more information on incidents, efforts to address, and better tools to identify responsible parties. The call to define what constitutes DNS abuse was regarded as important to establish the scope of what types of abuses ICANN, registrars, and registries may be held accountable for.
