For example, when an adopted person reaches the age of 18 (Adoption and Children Act 2002, s. 60(1)), he has the right inter alia to receive "any information which would enable him to obtain a certified copy of the record of his birth" (s. 60(2)(a)) unless the High Court orders otherwise on the basis that "the circumstances are exceptional" (s. 60(3)).
