Abstract
Efficiency is one of the primary reasons for creating agencies, as this is thought to improve their effectiveness and efficiency. This belief was emphasized in literature and in the creation of agencies in the 1980s. However, there is little hard evidence to suggest that the agency form is more efficient than other forms of government operation. The German sociologist Max Weber believed that bureaucracy was the most efficient way to set up an organization, administration, and organizations, while Woodrow Wilson believed public administration should be geared toward maximization of effectiveness, efficiency, and economy. The criterion of efficiency is neutral as to what goals are to be attained, and this principle influences the decisions made by members of any administrative agency.
