Abstract
The importance of strong DL skills comes to the front in the rapid adaptation of organizations. DL plays the role of a critical success factor on the way to the strategic visions that organizations want to achieve from their current situation. For this reason, the scope of DL should be understood correctly by organizations and employees. In this direction, this study aims to present a conceptual structure and at the same time exploratory results by addressing the concept of DL with all its dimensions. This study consists of two parts. The first part has a conceptual structure that examines the definition of DL, and emphasizes the basic skills and characteristics that a digital leader should have. In the second part, studies carried out during and after the COVID-19 outbreak will be examined, with the intention of guiding both organizations and academics.
