Abstract
Indonesia has a fantastic chance to develop sustainable marine resources. The blue economy is the umbrella term for sustainable economic growth in the maritime industry. This study locus uses the Sumenep Regency as an example to illustrate the potential for creating a blue economy in regions with an abundance of marine resources. Even though many countries have developed the blue economy concept in marine management, in Indonesia there are still limited studies that discuss the blue economy, especially in the local context. This study indicates that Sumenep Regency has great opportunities for developing blue economy practices, with abundant biodiversity and marine resources including salt production, carbon absorption, marine fisheries and marine aquaculture, and marine tourism. Referring to the sub-sectors that have been successfully identified, in the future Sumenep Regency can develop the blue economy more intensively through strengthening policy and institutional design aspects, including strengthening implementing human resources and target groups.
