Abstract

This case study investigates the data governance and quality index (DGQI) framework developed by NITI Aayog, emphasizing the critical role of effective data management in contemporary governance. Highlighting the evolution and impact of the DGQI framework, the study explores its architecture, scoring process, and impact analysis. It assesses the transition from DGQI 1.0 to DGQI 2.0, showcasing significant improvements in ministries/departments' (M/Ds) performance across various categories and themes. Recommendations are provided for embracing a multi-dimensional approach to data governance, adopting data governance tools, aligning initiatives with organizational goals, and promoting collaboration. The study underscores the transformative potential of data governance frameworks like DGQI in driving organizational efficiency, effectiveness, and better governance outcomes in the digital age.
