Abstract

China's Wuhan city in December 2019 and the resulting corona virus that causes epidemics (COVID-19), is observed in many countries, including in Turkey. The fact that the COVID-19 virus, declared as a "pandemic" by the World Health Organization (WHO), continues to spread rapidly all over the world, has pushed many countries to take various measures and still pushes them. Although the epidemic is a global disaster with the acceleration it shows in its spreading stage and speed, all countries around the world continue their struggles individually. Each government uses different methods in dealing with the decisions they take. Considering the time passed with the epidemic effect, the value of the measures taken by the governments increases even more. The fact that not all members of the society are equally affected in case of disasters coincides with the values of the measures. Working in Turkey with the problems experienced in fully meeting point located in disadvantaged groups during the epidemic needs of individuals in this process is to examine how they fell even more disadvantaged. In this context, all the disadvantaged groups in the country and received since the declaration of a pandemic scale of the central government in Turkey is located in the compilation of interests and evaluation measures. With the study, it is aimed to create a base by revealing the focal point of the measures taken during the pandemic period of the individuals in the disadvantaged groups and the situations where they are ignored in the future, despite such a situation.
