Abstract
The appeal to cities is determined by their significance and role in the modern world. The vector of urban development depends on various factors, but is directly related to the modern type of society and the choice of the governance model by the authorities. In essence, each of the city models development management correlates with the theories of economic growth, new urbanism and includes all or individual elements of the concepts: sustainable development, healthy, inclusive, entrepreneurial, smart, creative cities. All these concepts are united by the task of identifying additional resources, conditions and grounds for the development of cities. The purpose of this article is to analyze the European experience in implementing the concept of a creative city. Today, there are several management models for the concept implementation of “smart city” with an emphasis on creative industries, which differ in the structure and composition of sectors, the definition of priority among them. In European urban management policy, creative industries are identified as a socio-economic factor and driver of the city’s success. New in this article is the emphasis on sociality in choosing a model for the concept implementation with the need to pair it with the concept of a “smart city”. An analysis of European experience shows that each of the countries, in accordance with national specifics, uses its own model of the functioning of creative industries in cities, which must be done in our country as well. The contribution of creative industries to the development of cities is not only economic, but also social, which is the merit of the concept.
