Following the direction from traditional city-planning to new modern city-planning, the problem of ensuring the safety of buildings and structures on the principles of biosphere compatibility is formulated. The existing concepts and modern methods of safety engineering and construction objects of city living environment are analyzed. It is concluded that it is necessary to apply an integrated approach to the safety of buildings and structures, the definition of complex security from the point of view of the concept under consideration is presented. Criteria of complex safety and survivability of engineering and construction objects of city living environment from a position of transformation of the city in biosphere compatible and developing the person are developed. The algorithm of the settlement analysis on determination of parameters of complex safety of engineering and construction objects of the city is offered. Numerical studies were carried out to assess the level of integrated safety of engineering and construction objects on the example of residential facilities for Kursk city.
