The increasing prevalence of intelligent transportation systems necessitates more frequent communication between vehicles and the external environment. Due to the large number of user connections and frequent information exchange in this scenario, higher requirements for both delay and reliability are also imposed and they are crucial to improving spectrum efficiency. In an effort to find a solution to this problem, we advocate a proposal where multiple V2V share the spectrum with each V2I, and we introduce NOMA to enhance spectrum efficiency, mitigate resource collision issues among users, and eliminate the delay overhead resulting from retransmission. In this paper, we propose a three-stage scheme. In addition, we compare the effectiveness of two different OFDM strategies in V2X systems. Simulation results demonstrate that using NOMA can effectively improve the system capacity.
