This paper aims at analysing the energy management activities for commercial bulk water development and servicing in South Africa. The energy efficiency, in terms of performance, operation, equipment and technology (POET), is reviewed. The sustainability of a general energy management program is discussed within this POET framework. As an application of this discussion to the commercial bulk water development scenario, the POET efficiency of an energy system is a measure of energy efficiency, which is determined by external but deterministic system indicators, such as production period, energy sources, environmental impact and technical indicators, amongst others. The case study concludes that the POET, based framework does not only cover all major energy management activities, but further identifies energy efficiency improvement opportunities.
