Abstract
The article discusses the foundations of the functioning and evolution of complex distributed information and telecommunication systems in the neuro-fuzzy agent-based paradigm. The principles of formalization of this class of systems are proposed. The concept of a distributed intelligent information and telecommunication system is introduced, as a geographically distributed multi-level hierarchical set of hardware and software controlled by an agent-based system.
