In the present paper we introduce a hypothesis that represents the processes of energy and momentum transfer between interacting particles as a discrete over time. The discrete-time framework is grounded by a fundamental constant that give rise to unique quantum impulse equation and relations that the corresponding mechanical power, force and torque satisfy. In addition to the energy-frequency and momentum-wavelength relations, the theory generate power-frequency and force-wavelength analogs, respectively. Operator representations of the mechanical power, force and torque in the position space are discussed.
