Strategic planning of information systems at Dinas Pekerjaan Umum dan Penataan Ruang Provinsi Bali

Abstract

Abstract Dinas Pekerjaan Umum dan Penataan Ruang (DISPUPR) is an organization that has authority, duties and responsibilities for developing, maintaining, and providing basic infrastructure services to the society of Bali. DISPUPR Bali Province uses Information Systems (IS) as a tool for solving problems. Strategic planning of information system (SPIS) is needed which will plan and analyse a system that suits the needs of the DISPUPR Bali Province. In the compiling of SPIS, Anita Cassidy’s method was used. SPIS analysis was divided into 4 phases namely, Visioning Phase, Analysis Phase, Direction Phase, and Recommendation Phase. In the visioning phase, an analysis to the internal and external situations of the business processes of the Bali Provincial DISPUPR was. The analysis used in this phase were Value Chain, SWOT Analysis, Critical Success Factor (CSF), and PEST analysis. The second stage was the Analysis Phase, in which the analysis was carried out on the existing IS in DISPUPR Bali Province both in terms of internal and external. The Direction Phase constituted the phase in which direction would be determined in the decision making of the SI development plan based on the SI recommendations that had been formulated previously, the compiling of the vision, mission of information systems carried out in this phase. The last one was the recommendation phase, in which the compiling of the roadmap and the compiling of cost estimates were carried out at this stage. All phases and analysis had been passed so then 17 information systems were obtained that were expected to support the achievement of the vision and mission of the Governor of Bali. This SPIS document is expected to be a blueprint from compiling of IS in the DISPUPR Bali Province.
