In this proceeding we analyze possible mechanisms of quarkonia and open-heavy flavor meson production. We study in detail the contributions of the leading twist two-pomeron fusion and higher twist corrections due to three-pomeron fusion. We show that the latter mechanism is significant for charm production at small transverse momenta. We demonstrate that recent data on the multiplicity dependence of the cross-sections might be naturally explained, both for open-heavy flavor mesons and quarkonia, if the three-pomeron contributions are taken into account.
