The development of agricultural areas is carried out in to realize agricultural development for the prosperity of the community, especially farmers. The decreasing control over agricultural land owned by farmers makes it difficult to obtain business efficiency. The effectiveness of farming is also increasingly difficult to achieve with the consequence that the quality of agricultural products is not guaranteed. Various studies have shown that the development of agricultural areas has been carried out but in reality, the success of developing agricultural areas has not met expectations. Success at the farm level is also a question of current conditions, so proper planning is needed in the context of developing agricultural areas. However, the results of a literature study show that the development of agricultural areas is carried out based on regional development plans that have been prepared by a special team who are considered experts in making regional development plans. Meanwhile, on the one hand, farmers, as land owners are questioned about their position and role in the process of developing agricultural areas. This study tries to conduct a literature review on the development of agricultural areas that have been carried out and are developing well using the Systematic Literature Review [SLR] method. The results of the study indicate that the development of agricultural areas requires planning that is compiled and designed together through a process of community empowerment who will receive benefits from agricultural area development activities.
