Findings Resistance to change, lack of HR specialized in information and communication technologies and lack of financial support were found to be the most crucial driving barriers to implementing e-administration developments. Originality/value To the best of the authors’ knowledge, this study is the first to investigate the barriers to e-administration in Egypt using these methods and is expected to provide useful contributions to help decision-makers better understand e-administration implementation barriers in Egypt.
