Abstract
Experience with the process of organizational development in both the public and private sectors appears to indicate that there are certain minimum conditions which must be established if successful planned change is to take place in an organization. The author has drawn this hypothesis from his experience with a number of OD programmes of varying size and emphasis, and believes it to be a general case.
