According to Art. 92, cl. 1 of the Polish Constitution, regulations shall be issued by the organs specified in the Constitution on the basis of specific authorisation contained in statutes and for the purpose of implementation thereof. The authorisation shall specify the organ competent to issue the regulation, the scope of matters to be regulated as well as guidelines concerning the provisions of such act. The aforementioned objectives are considered as guidelines within the meaning of Art. 92, cl. 1 of the Polish Constitution.
