2. Water use can be measured either in terms of withdrawals or consumption. Consumption does not include return flow, and accounts for a higher proportion of withdrawals in agriculture, largely because of evaporation from the fields, than in industry or domestic (municipal) use. Only about a quarter of the total annual supply of freshwater can be captured for off-stream uses with current technology.
