PROSPECTS FOR THE FORMATION OF AN INDUSTRIAL CLUSTER FOR THE SUSTAINABLE USE OF RAW MATERIALS AT THE REGIONAL LEVEL

Abstract

The article proposes a solution to the problem associated with the need to form import-substituting industries. The authors propose an approach based on the clustering of industrial production in the timber industry, under the conditions of rational use of raw materials in forest regions. The issues of forming a timber industry cluster are considered at the regional level. An economic toolkit is proposed to increase the efficiency of the formation and development of an industrial cluster in the region, which is based on two components: economic and organizational. An assessment of the production and economic potential of the Sverdlovsk region for the purposes of clustering the timber industry is given. The article presents the results of the evaluation of priority investment projects in the field of forest development implemented in the territory of the Sverdlovsk region, the most profitable and optimal from the point of view of sustainable development of the forest complex are identified. An important factor is the determining role of the industrial cluster of the region as a starting point for creating competitive advantages, on this basis of competitive innovation potential. Based on the results of the study, the article proposes the formation of local "points of growth" of the territorial industrial cluster, where this point of growth will be based on an anchor enterprise that has all the necessary conditions to achieve the goals and ensure the rationalization of the use of forest resources.
