Abstract
The relevance of the study is justified by the fact that in the regions of Russia the development of demographic processes has different dynamics: it can be characterized by positive or negative changes, remain stable for several years, which raises the question of different levels of effectiveness of the state and regional demographic policy pursued locally. Under the conditions of the second wave of depopulation, a deeper analysis of the factors that shape the demographic behavior of the population is needed, which will make it possible to develop relevant measures in the field of fertility. The development of evidence-based monitoring of the effectiveness of family and demographic policy (in the light of the implementation by the Decree of the President of the Russian Federation V.V. Putin No. synthesis of state documents in the field of demography, generalization of information sources, including Rosstat data. The work carried out a search and selection of sustainable indicators, on the basis of which a methodology for assessing the effectiveness of family and demographic policy in Russia and its regions was proposed. The methodology for evaluating the effectiveness of family and demographic policy was tested in 10 pilot regions of the country, which made it possible to develop recommendations for implementation.
