Surveys and initial apprehension figures by the U.S. Department of Homeland Security's Bureau of Customs and Border Protection (CBP) in the month following the announcement of the immigration reform initiative suggest that some migrants have been motivated to travel to the U.S. in anticipation of this policy change. Assessing and assigning causation to migrant flows is a problematic matter, however, recent apprehensions are up 10–15% (in some cases much more) over the previous year.
