The theme of institutional strengthening is of increasing interest to the multilateral development institutions, which came to the conclusion that it was not enough to prescribe good macroeconomic policy or to lend for the building of large water distribution systems. Countries would have to have the institutions to implement many policies, to collect user charges or taxes or to distribute government benefits also.
