Balancing is forming an alliance or building up resources to oppose an aggressive, threatening state.Bandwagoning(Waltz credits this term to Stephen Van Evera) is joining up with the aggressive power to appease it or gain favorable treatment from it.Neutralityis just that: neither joining with nor balancing against the threatening state. Bandwagoning to share in the spoils of conquest is not an issue considered in this paper.
