Abstract
AbstractEven though several American cities have released cultural plans and invested funding and energy in this process, very little empirical research has investigated the goals of actual plans and the literature remains quite normative. In this chapter, I examine five cultural plans published between 2011 and 2018 by cities across the country and I highlight the main themes emerging from these documents. Common goals are: (1) creating a healthy art ecosystem, (2) integrating the arts with the city, and (3) promoting diversity, equity, and inclusion. This analysis emphasizes that cities in different parts of the country are developing dynamic cultural policies, bringing to the forefront the need for cultural policy studies to focus on local governments to better understand cultural policy in the United States. Future research could add to these findings, by examining the community engagement strategies applied and by studying how these cultural plans connect with the overall planning process of their cities.
