Abstract
This essay is not about what needs to be done tor children, but about tactics, ways to go about trying to change public policy as it affects children. It focuses on one case, a citizen advocacy effort at the local level directed at remedying the exclusion of children from school, and then generalizes about the validity and pitfalls of a variety of advocacy tactics.
