Abstract
The development of construction projects serves as an indicator of societal progress, reflecting the growth of various project domains in Libya, especially in the Misrata Free Zone. Despite the significance of these projects, they encounter several issues during different stages, including scope changes, delivery delays, and cost overruns. The Project Management Office (PMO) plays a crucial role in ensuring the successful completion of projects, overcoming challenges, and minimizing delays and cost increases through planning, coordination, and monitoring, ensuring the project stays within its framework and objectives. This paper examines the primary obstacles to establishing a PMO in the Misrata Free Zone using the Analytical Hierarchy Process (AHP). The research findings are expected to lead to key strategies for overcoming these obstacles.
