Abstract
The media and the government are two institutions that need each other to carry out the responsibilities and needs of both parties. The mediahas its own agenda and the government has a policy agenda to be disseminated to the public. The two agendas coupled with the people's agenda are complementary as ultimately the aim is to convey messages on government policies to the public. Government policy must be communicated to the people in a wise manner because the continuity of the leadership of a government also depends on the people's understanding of their well -being and the rights that can be owned. This research will focus on three agendas andtechniques of message delivery through framing to realize the agenda by examining the aspects, words, phrases and sentences used by the media in producing strategic news on government policy. The ultimate goal of this study is to identify the level of effectiveness of strategic news on government policy to the people. This study uses qualitative content analysis method and a total of three newspapers namely Berita Harian, Utusan Malaysiaand Malaysiakini were selected for analysis using the Critical Metaphor Analysis (CMA) approach. The findings of this study found that journalists and newspaper editors use certain words, phrases and sentences to implement generic framing in an effort to facilitate reader comprehension. The formation of this generic framinghelps readers focus their reading even when journalists and editors write on a very heavy issue, which is government policy but can be understood after the reader reviews the strategic news writing.
