This paper analyzes the evolution process of dynamic group decision-making viewpoints and proposes the operation process of group wisdom decision-making mode based on the social learning rules in group decision-making and the evolution process of decision-making individual preferences. With its advantages, it proposes a collaborative parenting strategy for civic management based on group decision-making theory. Divide the internal management subjects of colleges and universities and propose the collaborative cultivation of ideology and politics by multiple subjects. Clarify the relationship between student cadres, class teachers, and course instructors, and develop a college-centered model of collaborative parenting in the field of ideology and politics. We analyze the influence of group decision-making theories on the collaborative knowledge construction of college students’ civic administration and compare the practical effects of the traditional civic administration collaborative nurturing model and the collaborative nurturing model based on group decision-making theories in the context of teaching communication. It can be concluded from both interaction content and social relationships that group decision-like theory can strengthen students’ willingness to interact and promote intragroup social relationships. The number of intergroup interaction social network connections for the Devil’s Advocate strategy is 89, the average degree is 4.56, and the interchange is 0.58. The practice of teaching civics shows that the collaborative parenting strategy based on the group decision-making theory has obvious teaching advantages in terms of Civic Awareness and Learning Awareness.
