1. Iraq publicly dissociated itself from the decisions adopted by the October 17 and the November 4-5 meetings of Arab oil ministers in a statement issued on November 6. It affirmed that “it will make its oil available to all states which respect the legitimate aspirations of the Arab nation, regardless of the economic or political persuasions of such states.” It criticized the Arab oil embargo and cutback measures as counterproductive in that they tended to penalize friend and foe alike, and proposed that the Arab oil states concerned should follow its example of nationalizing the oil assets of US and Dutch companies in the Arab countries. As far as is known, Iraq has imposed a destination embargo on both the US and Holland but without cutting back production except to the extent that this was necessitated by the damage to oil installations at the Banias terminal on the Mediterranean during the October war.
