Abstract
The term “victimless crime” refers to behavior that is proscribed by law but does not violate the rights of any particular person. The term is used mainly in Anglo‐American political and criminal justice literature and is of fairly recent origin. It entered the academic and public discourse in the 1950s, with the birth of victimology, a branch of criminology focusing on the victims and the interaction between victims and perpetrators.
