Should your programmers be selected from inside or outside your company?

Abstract

During the sixties when so many companies were having considerable difficulty filling computer programming positions, there were many who advocated solving this problem by training experienced company employees to become programmers. Now, in the seventies, the employer's problem of finding someone to program his machine has greatly diminished, and consequently, so has the intensity of the debate over where programmers are best found.
