1. The Health Care Financing Administration (HCFA), a position he has held since May 1986. A physician licensed in pediatrics and preventive medicine, Roper spent three years as special assistant for health policy to President Reagan before his HCFA appointment.
2. He served as attorney adviser and director of the Competition Work Group in the Department of Health and Human Services' Office of the Assistant Secretary for Planning and Evaluation during Reagan's first term, and was Washington counsel for Intermountain Health Care, Inc., from 1984 to 1986, when he took the HCFA post.
