1. Unlike the CAA regime, CARB subjects all vehicles up to 14,000 lbs GVW to its passenger car emissions limits. Under the CAA, vehicles between 8,000 lbs GVW and 14,000 lbs GVW are considered "light heavy-duty diesel engines" and are subject to a less onerous regime;CAA and CARB standards are nearly identical for cars meting the federal definition of "passenger car" (GVW < 3,750lbs)
