Abstract

This chapter explores how training can transform tax administrations into learning organizations. In today's dynamic and demanding environment, tax authorities need agility, adaptability, and a highly skilled workforce. By embracing the principles of continuous learning, innovation, and knowledge sharing, tax administrations can cultivate a learning culture that fosters excellence and leads to the transformation of learning organizations. The authors examine key strategies for integrating training into a comprehensive learning framework, including leadership's role, effective training methods, and program development. The chapter also provides a framework for developing and delivering training aligned with strategic goals, along with a toolkit for assessing current practices and planning transformation. By implementing these strategies, tax administrations can equip their employees with the skills needed to thrive in an evolving landscape, ultimately enhancing their overall performance and effectiveness.
