Solid Waste Management Policy Framework and Implementation Strategies at a Local Authority in Namibia

Abstract

Local authorities in Namibia face the daunting task of executing the mammoth solid waste management function to ensure public and environmental health for their inhabitants. Local authorities experience a lack of resources and buy-in from important stakeholders. The solid waste management function was not prioritized during budgetary allocations. This study examines Namibia's solid waste management policy framework to identify factors influencing effective implementation of solid waste management strategies at a local authority. A qualitative research approach was adopted. Twenty local authority staff members were selected for face-to-face interviews using the purposive sampling method. The study unearthed a void regarding the management of solid waste at the local authority. Evidently, resource allocation for solid waste management must be prioritized, and public awareness should be intensified. The managerial implications include waste production reduction and the principles of circularity, as well as making use of change agents and stakeholder engagement for buy in.
