Throughout his first term Howard had continually refused to be interviewed on the program. His change of view might be read as a very late attempt to win back ethnic, if not anti-racist, votes nine days before the federal election, and/or as an overture to his incredible second-term promise of black-white reconciliation. ‘Reconciliation’, as Manne has observed, ‘requires an apology’ (Sydney Morning Herald, 19 October 1998).
